At one point a character is going through a transformation from a human to a dragon. It's a slow piece-by-piece transformation and at one point while she is still mostly human her breasts suddenly become enormous, which strains and/or rips the bodice of her gown. It looks like a woman with big breasts wearing a low-cut top, only much exaggerated.

there's no blood in this movie despite depictions and mentionings of killings, like Mentions of a character trying to assassinate the Czar Prince, prisoners about to be crushed by a lowering set of spikes,and a dragon falling and getting crushed by a tower.

The talking giant skull might frighten some kids.
The prince, Bartok, and one of the prince's guards are in danger of drowning at one point, but they come out of it with nothing worse than wet clothes.
A dragon sets parts of the city on fire and Bartok eventually helps to put it out by unleashing a flood.
