This is a very good Terrytoon for the era, far more detailed in its visuals than most of the studio's products. Whether this was because studio head Paul Terry was co-credited as the director or because Terry saw how nicely it was turning out and grabbed the credit is unclear.... and probably a bit snide on my part.
The cartoon is eked out with a framing device to make it long enough to meet Terry's standard length, but the central gag -- the mouse hold a convention in Atlantic City to discuss what to do with the Cat Problem -- is pretty good, as is the snapper at the end of the framing device. Definitely worth your time.
