This is a typical Magoo short. There isn't much here that's not predictable. Magoo mistakenly thinks that it's been raining for some time, when he's simply got the sprinkler on in front of the window.
Tired of constant "rain", Magoo decides to move to "sunny" California. Being Magoo, he winds up going nowhere fast, driving around in circles and finally going through a car wash, thinking he's still caught in a downpour. He eventually thinks he's in California after he drives his car into a billboard.
This is, like the rest of the Magoos, plays on one concept-Magoo is so nearsighted that he can't tell what he's looking at and the resultant errors are played for laughs. They don't always work because the jokes aren't always solid. This one's just there.
The theatrical Magoos are now available on a DVD box set with all the theatrical shorts and a Magoo feature film. The box set is excellent and this short is worth watching.
