This is a Mister Magoo short done by UPA Studios. There will be spoilers ahead:
This is a below average Magoo short. Most of the characters in here behave more oddly than Magoo does. The short still makes use of the standard "Magoo is nearsighted" gags, but the plot of the short actually hinges on the idea that Magoo is a terrorist bent on blowing up a newspaper.
The problem with that is that it isn't very funny. A bunch of people running around screaming that a terrorist is going to blow up the building does not a laugh riot make. So the short is reduced to a few Magoo mistakes and the vocal characterizations of Jim Backus. That's just not enough.
No one really seems to realize that Magoo is nearsighted, so the gags revolving around that lose some punch. Waldo, contrary to the credits here at IMDb, isn't in this one.
The Magoo theatrical shorts and a Magoo feature film have been released in a DVD box set from Shout! Factory. The box set is excellent.
