It's against the law not to identify yourself to a police office when asked. Police can keep you in custody until you provide proper id.
When John the main detective at the end of the film encounters the actor playing the serial killer he is obviously holding a fake baby. It doesn't look real and is a fake dummy. This is obvious on the VHS.
When the pathologist explains the surgical precision of the arm removal, he says of the killer, "this guy is no Jack the Ripper." As a matter of fact, it's widely speculated that Jack the Ripper might've possessed surgical skills himself, since the way he murdered his victims made people wonder about the extent of his knowledge of human anatomy.
(at around 1h 28 mins) Takes place in Chicago, but the train station has many signs in French as well as English, giving away the actual Toronto location. You can also see the Canadian flag hanging in the main concourse of the train station in one of the scenes.
When Demus is revealed to be the serial killer, he is arrested and jailed. Yet, in the court scene, the judge says something about how he impersonated A Federal Agent, and that's the only charge they had. There is only one problem with this, impersonating a federal agent is a federal crime, and would land you in prison for a lot of years. Realistically, they could have held him indefinitely, and no amount of fancy lawyer stuff would get Demus out, he broke federal law. The judge would not have made the ruling that she did and he would have likely ruled the opposite, this just wouldn't happen in reality.
The police should have arrested the suspect after he was released for impersonating an FBI officer. That's a criminal offense.
When Demus is revealed to be impersonating a agent, the judge says something about that's the only charge they had. Yet, Chris a respected and liked cop, met Demus many times and he could have said that he was a witness, a cop is allowed to testify on the stand and his statement could have kept Demus in jail, till they gathered more evidence against him, this makes little sense.
When Demus was in custody the detectives could have gotten the blind man come in to do a voice confirmation of Demus. That would have been enough to keep him in custody.
Chris a veteran police officer never bothers to checks the fake Agents identification, and he could have figured out quickly that this man was impersonating a federal employee by calling the federal Bureau Of Investigation, and seeing if this agent was real or not. He could have arrested him on the spot and stopped him right there. He does none of this, it would very stupid for even a rookie cop not to do this, and is a major error.
