Back in the 1920s animators often used a line of travelling dashes to indicate a character's line of vision. In this Felix the Cat movie, when one Japanese chap can't divert another's gaze to the object he wants him to look at he removes his own travelling line of vision and places it in front of the other guy's eyes. That's how off-the-wall these Felix cartoons are.
