If one defines "court" as having to be a governmental body, then The People's Court is not a court as it is not part of any State's Court System, or part of the Federal Court System. However, if one defines "court" more broadly as "a place where justice is administered," then it is indeed a court. The People's Court derives its jurisdiction (its power to hear and decide the case) from the binding arbitration agreement that the parties sign.
