When President Truman informs Hoover that the FBI will not control the newly formed CIA, the President says he's putting Allen Dulles in charge. Dulles was the Fifth Director of Central Intelligence, and he was appointed by President Eisenhower.
When President Truman informs Hoover that the FBI will not control the newly formed CIA, the President says he doesn't want to create an American KGB. The KGB was not formed until 1954, over a year after Truman left office. At the time the CIA was formed in 1947, the Soviet intelligence / secret police agency was called the MGB.
