After the semi-truck is blown up by the rocket launcher, Norman gets out of the armored car in despair and says "Frank". There's no way Norman would have known that Frank was in the semi-truck. For all he knew, an out of control semi-truck inadvertently saved them.
At [1:22:01]The police captain sees Frank Dooley give his pistol to the cowboy, so he tells him, "I hope you have a permit for that firearm, Dooley". Just the fact that Dooley handed it off to someone else means he his now unarmed and doesn't need a permit for anything. He should have said it to the cowboy, but even then, having a permit would do no good because Dooley told the cowboy earlier that California is NOT one of the two states where it's legal.
