Escaped convicts are selling weapons to a warlike native tribe.

A smuggling gunrunner stirs up the belligerent Yorango tribe knowing they will attack the peaceful Ashubs tribe and bring Tarzan swinging through the trees to liberate the innocent natives and their queen, and divert Tarzan from his weapon selling elsewhere. After the coronation of Melmendi, Queen of the Ashuba, the dangerous escaped convict and ruthless gunrunner, Radijeck, embarks on a mission to deliver a large shipment of guns to King Bulam right under the nose of retiring Commissioner Peters. In the meantime, to prevent a war from breaking out, Tarzan and Cheeta begin investigations, only to place themselves in peril.
