In chapter 2, Sombra puts on the Ruth Dayton mask when she is wearing her dress. However, when the scene cuts from Sombra to Sombra in disguise, she is suddenly wearing all of Ruth Dayton's clothes.

Since the rocket fuel formula was so crucial to global warfare - including nuclear deployment - the military should have been leading the efforts to thwart the Black Widow, rather than leaving it to a newspaper that didn't even have Clark Kent on the staff.
Since Steve and Joyce saw the Widow without a disguise at her front business and in the cave laboratory, they should have known who she was without needing to get all those fingerprints from the city's other "mystics".
