It's basically a nice teaming for character actresses Skipworth and Moran with the former a small town mayor who hires a former gangster to help her clean up a "protective association" racket.
Berton Churchill lends string support as a pompous politically aspiring lawyer who turns out to be in cahoots with the crooks.
The treatment is a little pokey and doesn't avoid a bit of sentimentality toward the end but it is nice to see Skipworth in one of her last roles keeping up the fight.
