The girls who make up the assassination unit within the Social Welfare agency are Henrietta, Triela, Claes, Rico and Angelica, all whom have shady backgrounds which led to their involvement with the agency. Each girl is skilled in martial arts, weapons and tactics, demolitions, foreign languages, espionage and counter-terrorism, skills that are necessary when dealing with terrorism, illegal arms deals or even crime organizations who have a serious stranglehold on the country of Europe. But while these girls are the perfect weapons against these types of everyday problems, they must constantly do their best to hold on to what little pieces of their humanity they have left, as they are being forced to commit cold-blooded murder, sometimes even killing innocent people who get in the way. Jose, Henrietta's handler doesn't like the way she and the other girls are being treated as tools for massacre and it pains him everyday to see Henrietta and her friends having to go through this type of life. But if Henrietta and the others want to live to see tomorrow, they have to play the guinea pigs and earn their keep, by getting their hands dirty for the Social Welfare agency, who is responsible for giving them their second chance at life. Because if they don't play by the agency's rules...they will die.
- Genji Nakamura and his soul-mate and partner Michiko Nishiwaki are thieves for the notorious Red Army terrorist organization in Japan. After pulling off the jewelry heist of the century (in which dozens of people get killed including a Tokyo detective), they are now planning to use the jewelry they've snatched to buy an arms cache from gun smugglers in Hong Kong for their movement. But when the duo learns the jewelry is fake and that their co-conspirator has set them up, they are determined to get what is owed to them even if they have to tear Hong Kong inside out. But lovely Hong Kong inspector Rachel Yeung is on the scene and she's not having any kind of bloodbath on her watch. After recently being promoted to 'Madam' for the S.C.S. (Serious Crimes Section), Rachel is determined to bust Michiko and Nakamura anyway she can when their violence results in too many casualties. But Rachel finds herself at odds with her bumbling uncle Cameron Chung, the head inspector for the S.C.S., as he feels this case is too dangerous for her and assigns Rachel to be a police escort for Officer Fujioka, a quiet but determined Tokyo police officer who is in town for his own personal reasons...reasons which could spell trouble for Rachel when she learns that he has a personal vendetta against Michiko and Nakamura. As the action hits overdrive filled with chases, gun fights and some serious hand-to-hand combat from both sides, it leads to a brutal but nasty showdown pitting cop against criminal...and only those with something to lose may be the ones to walk away from this encounter alive.

A sub-plot involves the businessman's S&M-obsessed daughter.
- Gus McClain is a college professor, whose life is perfectly idyllic, he has a good job, good friends and a loving wife. One day things change for Gus when he discovers all sorts of odd things happening and his friends are telling him of his unusual behavior, which he has no idea of. At first, he attributes all this to a possible memory loss. But when his wife is killed and evidence leads to him, he is arrested. When the evidence that the police have is circumstantial, he is released, but later when FBI agent Carter has him arrested again, it appears that a lot of people have been killed all over the country including Carter's partner. Gus maintains his innocence and as he is being transported someone breaks him out and knocks him out. When he wakes up he is shocked to see someone who looks like him and he tells him that he is his twin brother, Booth. It seems that years ago when they were babies, they and their parents were in an accident; also in that accident was a woman and her baby, now her baby died, and it seems she was a little unbalanced, and being unable to bear with the loss of her baby she took one of the two babies (Booth) and her baby was believed to be Gus' twin. It seems that her husband was abusive to Booth and Booth would be become homicidal. What he really wanted was to take over Gus' life, but unfortunately he is dying, so he decides to let Gus live his life -- that of a criminal being hunted by the law. No one believes Gus' story especially agent Carter. So Gus' only hope is to try and prove that Booth exists or get him before he dies.
- Magnificent Mimi is a woman with a destiny and a bright future ahead of her. She is the world's greatest female wrestling champion, she has a loving boyfriend and loyal family members who care and love her. But things take a turn for the worst when Mimi's boyfriend Nick is wounded and her younger brother is shot to death for trying to stiff local druglord Harry Lee. Lee is the toughest and meanest criminal figure in all of Southern California and if you double-cross him, you won't live to see the sun set. Not only does Lee rule his own empire, he also runs the Kumite, a gladitorial fight ring where warriors battle to the death. Mimi knows the police can't touch Lee with a ten foot pole and so she enlists the aid of her martial arts friend Master Vern to teach her kickboxing and tai chi so she can prepare for combat. Vern doesn't think Mimi is ready for Kumite, as it is a place where only one warrior can be left standing and breathing and the one who loses dies. Against his own judgement, he teaches Mimi the art of kickboxing and tai chi to help her gain revenge. After months of training, Mimi is ready to infiltrate the Kumite and to take down Lee for his heinous crimes. But to get to him, Mimi must face other female combatants, including the lethal amazonian kickboxing queen Inga, who has never been defeated, nor has she met a warrior capable of being called her equal. After Mimi's cover is blown and she's forced to watch as Terry is brutally and mercillesly beaten and killed by the powerful Inga, things get really personal and Mimi must combat more warriors, including Inga herself without the guidance of Master Vern, who has been abducted by Lee's goons. Without Vern's guidance, can Mimi succeed where others before her have failed?
- While trying to promote the 'Saeba Firm' in an attempt to get more clients, Ryo and Kaori come across a beautiful blonde bombshell named Emily O' Hara, who's in need of protection. It seems that Emily angered some very dangerous people and now they've put a contract out on her and she's offered a million dollars to the Saeba Agency in return for protection. However, City Hunter will only take the job if Emily promises him some 'nookie' in-between, much to Kaori's dismay. It seems like an easy situation: take the easy job, get the easy money, then take it easy. But when Falcon informs Kaori during a trip to the grocery store that someone from Los Angeles has arrived to kill City Hunter, she and Ryo begin to suspect that Emily is not all she really appears to be. What is her real agenda? Is she really a cold-blooded assassin who has something personal against Ryo? Why is the C.I.A. taking an interest in City Hunter's client? And more importantly, will Ryo still get the nookie he was promised by the time the case is solved?

While doing some investigating, they discover a conspiracy involving corrupt politicians, illegal international arms sales and a crime syndicate that's being run by a 'presumed dead' cop. No sooner does Maki's team of specialists put out one fire, they soon find themselves contending with another one and just when Warrior thinks they've won, they really haven't. Someone is working behind the scenes to set Warrior up for a really big fall and before the clock runs out, they'll have their hands full trying to solve an eight-year old mystery involving black diamonds and to stop a new breed of unstoppable mecha assassins from hitting the streets of Police-town. For Project Warrior, police work is definitely no day at the beach!

While there, she meets an old friend in the form of Robin Curry, a police officer with the Internal Affairs division of Palm Beach and the two catch up on old times. Robin seemed a little worried about something and tries to tell Rita during dinner but chooses not to. An hour or so later, Robin tries to call Rita up saying that she has to meet with her and so along with Chris, they go on the prowl to find her but are too late when Robin is found in a motel in her lingerie, cuffed and strangled to death. Things get personal for Rita at this point but her problems are just beginning when two officers from Special Investigations start asking sensitive questions about Rita's relationship with Robin, even suggesting that the two may have been lovers. Rita is shocked, appalled and extremely angry at the accusation and even more enraged when they suggest that Robin may have been crooked after $600,000 in evidence money turns up missing. Left high and dry and with no one else to turn to but Chris, Rita goes on a personal mission through the dark underworld of S&M in an attempt to fight for her rights as a cop and save the reputation of her deceased colleague who may have been murdered because Robin knew the truth behind who really stole the money...and who tried to set her and Rita up.
- A fatally wounded man's intrusion into their secret complex (without setting off security), leaves the Viper Team baffled. Before dying, the man, whose name is Paul Brickley tells them that they must find a device called 'the Black Box' before it's too late and then expires from his wounds. With little clues to go on, the crew's investigation leads them to an aspiring artist/exotic dancer named B.A. Dexter whom Paul was friends with who may have some answers to his murder. But when hired thugs show up looking for the Black Box also, B.A. doesn't know who to trust and is forced to go on the run. With B.A.'s safety hanging in the balance, the Viper Team must now find and locate her at all costs if they hope to close the case. And when B.A. reveals a secret about the device Paul left her involving a new form of artificial intelligence, Cole and his associates find themselves in a fight against a corrupt software corporation who seeks to exploit the device's abilities.
- After a high-speed chase with turncoat NSA operatives takes a turn for the worse, the Viper Team finds themselves holdup in an abandoned refinery with the Defender inoperable and no means of escape. The group must protect themselves, a civilian reporter and a wounded military scientist that the operatives are after as he holds the plans to a high-tech rifle in his possession that the agents are after. With ammo dwindling and no means to call for backup, the Viper Team will have to use their wits to turn the tables on their relentless pursuers who are determined to retrieve the rifle designs and eradicate any witnesses...by any necessary means...
- The Viper Team is called into action when a former colleague of Cole's named Billy Lennox escapes from Metro lockup in an attempt to exact revenge on him for putting him in jail. Armed with a GTS coupe with jet-propelled capabilities that rival the Defender's high-rate of speed, Lennox and his two female cohorts pull off the heist of the century and steal a priceless Chinese artifact with the intention of selling it to the highest bidder. Little does the Viper Team know that there's more to this heist than meets the eye and catching Lennox and his crew will require Cole to put his hot-blooded temper on lock-down...especially when Lennox takes a hostage to make Cole more desperate and reckless during their game of 'cat and mouse'.
- Mirielle teams up with a female assassin named Kirika who has lost her memory, and after agreeing to work together, Mireille warns Kirika that she will eventually kill her.
- Mireille's assassin Uncle shocks her when he tells her he has been ordered to kill her female partner, Kirika, and wants her help in doing it.
- Mireille Bouquet decides to return home to the lovely town of Corsica to visit the old graves of her deceased family members. But while Mireille's visit is partly based on sentimentality, it is also a personal visit to get answers from the current crime lords who now govern Corsica with absolute dominion. The crime lords in power tell her that her family had a nasty altercation with a colossal entity known as the Soldats and the only person who might know anything is George Madeline, Laurant Bouquet's right-hand man from the old days when the Bouquet family controlled Corsica. Mireille approaches him, but instead of being greeted with a warm welcome, George responds with fright and pleads with her to stay away from him. Mireille knows that George knows something about the execution of her family and she's determined to find out what it is...however, there are people lurking within the shadows who are determined to make sure that the truths of the past stays buried in its cold muddy grave...and are not above putting Mireille in a grave to make sure that its secrets don't come to light.
- After Kirika departs from her care, following the truth about the deaths of the Bouquet family, Mireille tries to continue on with her daily-routine before she met Kirika but finds that extremely hard with the depressing mood that she's in. She's then approached by a member of the Soldats named Remy Braffort who would like her to join the Soldat's ranks as its chief enforcer in dealing with Altena, whom they feel is getting too radical with her methods within the organization. But Mireille tells Remy that she has beef with the Soldats and is not going to get involved in their squabbles for any reason, even if they threaten her life for that matter. But when Mireille finds a letter left to her by Kirika, Mireille finally begins to realize who the enemy of this scenario is and that Kirika was just an unfortunate victim of circumstance based on someone else's 'evil'. It is here that Mireille decides to wipe the slate clean and takes Remy up on his proposal to 'dispose' of Altena, but warns him that whatever the outcome, the Soldats are still the enemy and that she will deal with all who have manipulated her family and the fate of her former partner, as well as her own...a warning that Remy and the other Soldats don't take too lightly...
