When a woman is murdered in a manner similar to murders committed in the England, a diplomat informs the L.A.P.D. and an inspector arrives. Their investigation leads them to a high ranking British official but their evidence is circumstantial they're told to let him go. But the inspector is sure he is the one and sets out to get him.
