- Japan, July 1853. Scores of people lined the beaches at Uraga Harbor near the Shogunate Capitol of Edo. They came to get a glimpse of the American Fleet of Commodore Perry's infamous Black Ships that arrived on Japan's shores to deliver an ultimatum to open the country from 250 years of Isolation. Among them a is an impressionable low ranking Samurai & fencing instructor named Kondo Isami (Katori Shingo) and another low ranking Samurai turned Medicine peddler & playboy Hijikata Toshizou (Yamamoto Koji) who were both frightened and awed by the sight of such military might that has sent the country into crisis. Together, they will join with the young sword progeny Okita Soji (Fujiwara Tatsuya) who will join a group of ronin that will head to the Imperial Capitol in Kyoto to help preserve order for the Shogun. Betrayed by their initial leader in Kyoto, factions of ronin form and alliances are forged into what became the Shinsengumi; The Special Elite Corps. Under the auspicious of the Bakufu in Edo and the watchful eye of the Aizu Lord Matsudaira Katamori (Tsutsui Michitaka) the Shinsengumi will assume patrol duties in the suburb of Mibu. Tensions & chaos from allegations of abuse and corruption from the Serizawa faction lead to the assassination of its temperamental leader Serizawa Kamo (Sato Kochi) leaving the charismatic Kondo Isami in charge. Together with his old friend Hijikata promoted to serve as his Vice Commander & unit disciplinarian that would clean up the reputation of The Wolves of Mibu. They instill the strict code of Bushido and reconstitute the Shinsengumi under the Makoto Banner into a viable force whose task it was to protect the Shogun and root out anti-Shogunate plotters. But tragically, history is not on their side. Though believing they are doing what they believe is in Japan's best interests, these young idealistic Samurai will follow Kondo Isami in this 43rd NHK Taiga Drama into tragedy and into legend.

- Set during the last days of the Tokugawa (Edo) Period, Moeyo-ken tells the story of Hijikata Toshizo and the Shinsengumi. Hijikata Toshizo is a samurai eager to test his skills and sword and make his first kill. The dojo he belongs to practices the Tennen Rishin style and teaches this to farmers. Not considered real samurai by other dojo's, they receive a request for a duel by a rival dojo practicing the Kogen Itto style. Sohaku Rokusha, a teacher there, challenges them and fights with Hijikata Toshizo. The outcome of the fight creates a deadly animosity between them that lasts through the ages.

- In the last days of the Tokugawa shogunate, there was a cute warrior, Souji Okita, who belonged to the armed police of the shogunate in Kyoto. Very few knew that Souji was not a boy, but a woman. Souji loved the vice-leader of the armed police, Toshizou Hijikata. Souji suffered from pulmonary tuberculosis and coughed up blood during a battle. Toshizou helped her but said that he did not care for the girl with a smell of blood. Souji had a real talent for swordsmanship and no one but Ryouma Sakamoto could compete with her. Ryouma was a liberal intellectual and tried to carry out a revolution without blood. However, the bloody Meiji Restoration broke out and Souji killed Ryouma who lost his dream. Because a friendship had sprung up between Toshizou and Ryouma, Toshizou got angry and slashed at Souji with a sword. Unwillingly, she unsheathed her sword and thought that she might get love if she was killed by the man she loved.
- In July of 1864, in an incident at the Ikedaya Inn in Kyoto, thirty Shinsengumi suppressed a cell of twenty Choshu revolutionaries, possibly preventing the burning of Kyoto. The incident made the squad more famous and led to soldiers enlisting in the squad. The leader is Hijikata Toshizo, who is said to have been a spoiled brat in his childhood. One day, Toshizo discovers a woman thief with a stolen purse. In the purse, a note mentioning the name of Ito Kashitaro is found detailing illegal operations. Toshizo fears will become true. There is a rift in Shinsengumi.
