1951 to 1955 elementary school in Ludwigsdorf, 1955 to 1964 high school in Aurich/East Frisia, Abitur. 1964 to 1966 studied sociology and economics at the University of Münster, 1966 to 1969 in Hamburg, 1969 graduated as a sociologist in Hamburg.
1970 joined the Free and Hanseatic City of Hamburg, Department of Labor and Social Affairs, since 1978 Head of the Office for Homes, since 1981 for Social Affairs and Rehabilitation.
Since 1968 member of the SPD; 1969 to 1971 member of the state executive committee of the Jusos in Hamburg and their representative on the state executive committee of the SPD Hamburg, 1978 to 1983 deputy state chairman, 1983 to 1988 state chairman. From 1974 Member of the Hamburg Parliament, 1988 to 1993 President of the Ministry of Labor, Health and Social Affairs, 1993 to 1997 of the Ministry of Finance, November 1997 to 2001 First Mayor and President of the Senate of the Free and Hanseatic City of Hamburg.
Member of the Bundestag since 2002.
