- A divorced female marine officer (Anne Heche) with two small children begins an affair with a senior officer (Sam Shepard) in this fact-based drama. Things turn nasty when she discovers that he is married. She tells him it is over, but he won't accept her ultimatum. Pledging to divorce his wife, he tries to force himself on her including an incident where he unloaded his weapon in front of a platoon of men at a firing range to get her attention. Finally, he breaks into her house and tries to force himself on her. She pulls a weapon from beneath her pillow and kills him. The movie then moves to the court room proceedings and a cover-up created by base officers who refuse to let their fellow officer's reputation be smudged.

Initial findings implicate a woefully remorseful Trivette, who is suspended as the whole incident is being investigated. As he suffers greatly, he must contend with an overzealous investigating officer who wants to convict Trivette and have him removed from the Rangers (the officer had been passed over in favor of Trivette when they were up for being named Ranger) and a careless TV reporter who constantly and errantly states on the air that the boy was shot as the result of carelessness on Trivette's part. As Walker seeks to uncover the truth, he and Alex help comfort the boy's parents and pray for a miracle.
- C.D. gets a job as acting Chief of Security at a resort. When he asks his assistant, Grady, what happened to his predecessor, Grady tells him that he had a drinking problem and disappeared. And it's only half right. He disappeared because he caught Grady doing something without his permission, so Grady killed him. Walker is told by the Commissioner that several of the wealthiest men in the country will be going to the resort, so he wants Walker to go there and covertly keep an eye on things. So he does so with Alex, who pose as his wife, and Trivette, who poses as a venture capitalist.
- Escaped convicts seek shelter in a church while waiting for fake passports and money. One of them has a past relationship with the nuns there. They, Alex, and her support group are held captive by the convicts.
