I give it an 8 because I think it's a pretty good horror film, better than most Asian films I've seen with similar themes. I'm not unlearned on the topic, I just like how this one takes time to set up a story, and even though people think it's not subtle, I think too many Asian horror films are almost unintelligible because of the subtlety.
Things I liked about this film: SPOILERS: -It's use of color was fantastic. A topic mentioned in a thread below was that Akai (a doctors name) means 'Red' in Japanese, and the significance of red is explained in the beginning by a doctor. It makes a connection between reality and the minds active interpretation thereof. Also the title is written in two Kanji characters meaning, roughly, 'emotion' and 'color.' These two elements are repeated throughout the film. -The film also used gore really well. Instead of just drenching the audience in gratuitous violence, the violence and gore in this film usually means something or is more nauseating/creepy than it is brutal. I really liked this.
So, the film is not for anyone, but it's definitely worth a watch. The story keeps you wondering, the cinematography is great, and for a horror film, and for an Asian horror film at that, it is solid. It's no "Ring" or anything like that, but it's precisely because of this that I liked it so much.
