Steven Seagal is a mercenary called Seeger. And that's about as much as I understood of the convoluted story. There was lots of action but it didn't cohere into a sensible or interesting story. Mr. Seagal's body double seemed to be in it more than Mr. Seagal. Of the rest of the cast I liked soft spoken Roger Guenveur Smith as the duplicitous Chapel and Adrian Galley as doughty Bulldog, who isn't in it enough. Also some of the locations were quite pleasant and Steve Edwards' music score was pretty good. A standard direct to video action movie, no surprises and not many thrills.
