This story takes place in Texas in 1976, but Robbie Wheadlan is said to have "robbed a convenience store of its scratch-off tickets" & returned later to the store to complain that none of them were winners. Texas did not approve lottery games until 1991, and the first scratch off tickets became available for purchase in November 1992.
