This is a good story, but having Arthur as the antagonist was a bad decision. I know that Hirsch is credited as a writer, but I really think he must have taken a back seat on this one to the other writer -or- he wrote the companion story, "Best Day Ever". Arthur's relentless teasing even after he was reprimanded by absolutely everyone is something that his character would not do. It's just not a behavior that is consistent with Marc Brown's creation.
Counter to the argument that the writers wanted to show that "not everyone is perfect," this presentation is equivalent to having Francine suddenly become terrible at sports or Buster becoming super clean. It's just not consistent or in line with the development of the character, Arthur.
