  Narrator : Law enforcement agencies are constantly alert for signs of illegal gambling, because such operations not only bilk the public of huge amounts of money each year, but are the breeding ground for racketeering and lawlessness, that lead inevitably to major crimes of violence. In May of last year, an illegal gambling room opened with a small restaurant as a front. Within a week, the operation had attracted racketeer Jim Garrett, who immediately planned to take over.
