Oddish wanting to be a Hoppip is a cute story idea, along with it being the second episode in a row dealing with a form of Pokemon jealousy. Oddish is less aggressive than Chikorita was, and his lesson is just a form of "everyone's good at something, no one's good at everything".
Oddish as the main focus of the episode does end up overshadowing the debut of Hoppip, and I do feel like Hoppip ended up being underused. Team Rocket have a few appearances in this episode, but none of them feature anything notable. Frankly, nothing about this episode is that notable. The tornado is cool, I suppose, as were the meteorology bits. Otherwise, this is filler.
