The episode begins with one of those police encounters where people are running in every directions. Targets are being avoided because civilians are in danger, but three innocent people are dead. After serious work, it is discovered that a psychotic has been responsible. In other news, we meet Fancy's brother, a beat cop who is touchy and confrontational. He is having trouble with his white sergeant. Andy is having prostate problems and that affects Sylvia. Simone comes through at the right time.
