Lt. Philip Gerard : [to Monica Wells after her husband's funeral] So he
[meaning Dr. Kimble]
Lt. Philip Gerard : told you about me. Excellent. He thinks about me as much as I think about him.
Monica Welles : He's innocent!
Lt. Philip Gerard : The law says guilty.
Monica Welles : The law isn't perfect.
[Gerard looks slightly annoyed]
Monica Welles : Wherever he is now, he knows I believe him. I always will.

Lt. Philip Gerard : Somewhere in here. I'm sure of it.
Captain Carpenter : What about Mexico? He's near enough.
Lt. Philip Gerard : Oh, he'd be the yankee, someone different.
Captain Carpenter : Gerard, when are you due for a vacation?
Lt. Philip Gerard : I'm not taking my vacation, Captain. Later. I will, later.
[grabs some reports]
Lt. Philip Gerard : East, South, Midwest. Every report verified.
Captain Carpenter : By the time you arrive...
Lt. Philip Gerard : One day, he'll be there.
Captain Carpenter : Phil, from the very beginning, the arrest, all through the trial, the appeals and the accident, why? What is it about Kimble?
Lt. Philip Gerard : I enforce the law. The law pronounced him guilty, I enforce the law.
Captain Carpenter : What are you trying to convince yourself of? I remember his defense: a man with one arm, running from the direction of his house. Phil, I'm beginning to think that you believe that there was such a man.
Lt. Philip Gerard : Oh, I did everything I could to find him.
Captain Carpenter : Meaning that he didn't exist or that he escaped? And if he did escape, the law made a mistake.
Lt. Philip Gerard : Captain, whether the law was right or wrong is not my concern. Let others debate and conclude. I obey. But when I begin to question, doubt...
[takes off his glasses]
Lt. Philip Gerard : I can't permit it. Others found him guilty, others were about to execute him. I was merely an instrument of the law, and I am. And Dr. Kimble must be found.
