Billy Adams is part of a gang known as the Anvil. At youth club on Golden Hill, Billy steps in to stop Jacky's girlfriend Mary from bullying Sarah. She now wants him out. Billy learns his grandfather is getting intimated to quit his home.
Old Tom's refuses to take the cash sees Herbert Franks begin a campaign of loud noise to intimidate him. Billy's return to the Anvil but becomes aware of Jacky's anger and warned about his future in the gang. Franks pays Mr. Small a visit.
Franks hires Jacky and the Anvil gang for a night time raid. Billy swallows his pride and visits the Golden Hill youth club but faces a backlash from Sarah. Billy takes her to see his world. He later discovers his granddad's home wrecked.
Old Tom is left devastated by the damage to his home. The police believe Billy knows who was responsible. Sarah's father learns how much trouble he could be in after his deal property developer Allen. Billy tries to find who paid Jacky.
Sarah's father, a local councillor, caves into pressure from Allen and agrees expedite Old Tom's eviction. Sarah believes he can help Billy but their meeting doesn't go well when he tells him that planning permission has been given.
Trouble is brewing at the Anvil gang and Kenny can no longer stay. He offers to help Billy and brings other frustrated members. Des Johnson come up with a plan to give Allen some unwanted publicity by mounting barricades at Old Tom home.
The Anvil gang put Suliman Khan's father, Shastri in hospital when he refuses to pay protection on his supermarket. Herbert Franks starts scheming on the forthcoming Council Elections by making sure only people he wants elected get in.
Suliman refuses hand over protection money to Jacky and discovers the price refusing to pay. Peter Allen offers to help on the renovation of Old Tom's home but Billy is not best pleased. Mr. Small gives Billy hope he can have a future.
Billy walks, in the club, to find Sarah with Peter Allen and is left devastated. Franks learns, from Shastri, Jacky has forced the closing of Suliman's shop. Billy confronts Jacky but finds that nobody is willing to speak out against him.
Kenny is working undercover and attempting gain Jacky's trust by taking part in Anvil business. Franks is losing control of Jacky when he makes threatening phone calls to Mr. Small. Shastri wants Jacky to shut the Khan's shop down again.
Kahn's shop is wrecked so Billy confronts Franks at the arcade. Jacky starts offering his services directly to Shastri. Peter's friendship with Franks leads Sarah to apologise to Billy but they pair walk straight into Jacky and the Anvil.
Police investigate the threatening calls and the attack on Kahn's shop. It's election night and Franks is getting worried. Jacky offers to get the Anvil together to finally shut the shop but Kenny finally breaks cover and warn Suliman.
