I was looking for a fair review and I found nothing. The mariachis entrance was mistaken as a stupid, senseless and repetitive joke, is not. Here in Mexico the government offers free concerts of top mexican artists. The reference is not obvious, you need to know the director, his previous movies and the current situation of multiple crisis in Mexico.
The movie is NOT an attack to the government, as the previous Estrada movies. This one is against all the people, at different status, condition, health, age, sexual preference, ambitions, intelligence, kindness, loyalty and much more.
