An ordinary and rather dumb-witted guy becomes elected as the Italian president and proceeds to wreak havoc in Rome.

Claudio Bisio is a talented comedian who can do much better than this. The supporting cast is also wasted in what is a predictable but unfunny farce that can amuse only the most unsophisticated audience.

The final touch of disgrace is the presence of the unavoidable young and sexy starlet (a key role in all low-level Italian comedies), whose only purpose is to "fall in love" with the much older (and usually unattractive lead) to show her naked (or scantily dressed) body, for the titillation of the male audience.

That wouldn't necessarily be a problem if the plot was funny, but it isn't, delivering platitudes such as: all politicians are corrupted; power corrupts even the best people; procedures are ridiculous; etc...
