Ingesting the Locus coeruleus would not produce a high as norepinephrine cannot be metabolized via the oral route. The only way to get a norepinephrine high, or "adrenaline rush" would be to inject it either intramuscularly or intravenously.
It is known from other episodes that ingestion of infected tissue from a walker can cause a person to become infected themselves and turn. It was learned in TS-19 (2010) that the brain-stem is the only part of the brain that remains active, and the Locus coeruleus is part of the brain-stem, so the virus would be especially concentrated there. So ingestion of the Locus coeruleus from a walker would almost certainly cause a person to turn.
However, it was revealed in both the original show and in this one that everyone is already infected: zombie "virus" doesn't kill you, it just turns you into a walker. You turn into a waler even if you just die because of starvation. Nick even once ate dog meat partially eaten by zombies and is still alive.
