Unfortunately, there are quite a few episodes where Shawn's behavior makes absolutely no sense, cause the writers have confused funny with moronic. And this is one of those.
They have turned Shawn into a mindless cretin, who behaves like a spoiled 10 years old brat, ignoring and jeopardizing any kind of police procedures and at the same time putting himself and others in danger including his best friend and the love of his life.
Being eccentric is one thing, being a complete selfish idiot is another and in this episode Shawn is the latter.
He is not charming, he is not funny, he is just a horrible person who doesn't give a dime about anyone.

This episode is about Shawn and Gus' increasing disregard to police procedure, which they couldn't care less about. Shawn is simply unwilling to learn anything to help the SBPD, only to aggravate them.
The Police Academy theme is slightly amusing, but Shawn disrespects Juliet, Lassiter, and the SBPD. I did not think that the episode was funny, probably because he is making fun of everyone in the SBPD. That sort of disrespect you can't always recover from.
Having the constant and usual pokes between Shawn and Lassiter did not cross the line into total disrespect until this episode when Shawn acts like a 10-year old a**wipe, even to Juliet, which isn't permissible. Gus goes along with it. Poor writing in my opinion.

Later in the field, Nick states he is twice the cop Lassiter is, and Shawn says, "Well, don't just stand there and wax on about it." - GoofsWhen Shawn is talking on the police radio using the hand held microphone, he correctly depresses the push-to-talk switch to speak. Immediately thereafter, he gets a response. However, when the response comes, Shawn still has the microphone switch depressed. These are "Simplex" devices, meaning only one party can speak while the other listens, as opposed to "Duplex" (like a telephone), where both parties can speak and listen at the same time.
