As someone else has commented there are a lot of similarities between this movie and the Tom Selleck Jesse Stone series of films. At least this one avoids the smugness which permeates the Selleck movies. However the biggest problem with The Last Harbor is that it is extremely slow paced. The scenes of the police investigation are interspersed with the cops battle with the bottle and his deteriorating relationship with his daughter.
In fairness there are four obvious murder suspects, all of whom appear shifty and it is not until the final scenes that the identity of the killer becomes obvious. Just enough interest is generated to make you want to sit through to the final reveal but it just isn't very exciting.
