Because DC (same applies Marvel) isn't just a franchise. All of these movies, TV series, and other projects are based on comic books by DC Comics. There is no definitive DC universe. These are all just different adaptations of those characters, meaning not all are connected. This is why different actors are cast as the same character in different movies/shows.
Tom Welling actually played SuperBOY, not Superman, in "Smallville", and even stated in the "Crisis on Infinite Earths" cross-over that he gave up his powers, (much like Christopher Reeves in "Superman 2), in order to concentrate on raising a family with Lois.
