While the voice acting was great, nothing else was even meh about this.
If they wanted to make a Harley movie, they should have made a good one. Harley Vs Ivy with Batman and "Night-wig" along for the ride was a great idea in theory but poorly poorly poorly executed. Just another cash grab capitalizing on Harley's popularity.
Thin plot, terrible jokes, characters lacked depth, tried way too hard to be zany. This is the Batman Universe, not Family Guy.
Even as a B-movie parody, it's still terrible. Nothing clever about how any of it was done. Wasted opportunity.
