Scutter was born in Stockton California, where 1945, his parents owned the Sunset Cafe; and in 1949-52 the Oak Park Inn. In 1953 the family moved to Palo Alto, California and until 1976 owned both "Palo Alto and Peninsula Feed and Fuel Co." and in 1959 "The Straw Man" imports, located in Palo Alto's Town and Country Village.

Is remembered warmly by friends on a memorial page for him on the Palo Alto High (California), Class of 1961 website. Friends remember him as a nice guy who performed magic for fun and at private events. He was a high school cheerleader, and remembered as a great tumbler and gymnast who could do an iron-cross on the rings. On February 5, 1966 he married.
