The whole idea is that EU is not an undemocratic institution that spewing unnecessary documents like Eurosceptics has claimed. Quite the contrary, it is probably the only place where young idealists like Albrecht could make a contribution for the betterment of the European people. National politics are often dominated by shady and well connected dynasties, making meaningful progress impossible.
International institutions like the EU is the only place where young people doesn't have to surrender to the political establishment due to the perfect balance of power and project their vision into the future, it could still be quite difficult but it is the only place where all is possible.
