The term "Misery Index" was coined by Ronald Reagan when he ran for President against Jimmy Carter in 1980. To emphasize the economic problems during the Carter Administration, he combined the double-digit rate of inflation with the double-digit interest rates to create what he called Carter's misery index. At that time the number was over 25% as compared to the more recent rate of under 3%. See more
