When young Angela is questioned by Vietnamese police (22 min. mark), a Vespa scooter can be seen parked at the side of the orphanage. The Vespa shown is a model produced in 2005, way after the time of the event taking place. However, as established in the original comics (which are canon in this series), Dr. Manhattan's presence altered the way in which science and technology developed, and there is no reason to think that his innovations could not have led to a Vespa that would seem, to us, ahead of its time.
