Nina Sieveking and Daniel Schirmer are faced with an unusual task: they have to clear a construction site where angry owners are camping in their unfinished apartments. The insolvent building contractor has not only robbed them of their assets, but also of their finished roof over their heads. Nina and Daniel feel the anger and rebelliousness and understand. The situation is particularly dramatic for Anna Götze, a widowed mother of two small children. Together with the pregnant Marzena and her husband Elmar and the older couple Hilde and Knut, the situation is a little easier to bear. Meanwhile, Harry Möller and Piet Wellbrook are investigating a betting shop that was attacked by two perpetrators. Both were wearing masks, one with a mouse motif, the other a cat. A little later, a similar incident occurs in a gaming arcade. This time, the cashier is seriously injured. It turns out that the boss of the shops affected is also the owner of the insolvent building company: Lutz Wrede. He suspects camper Elmar of wanting revenge on him. One morning, the masked perpetrators give Lutz Wrede a huge fright in front of his bathroom window - the game of cat and mouse begins.
