Charlie has been watched by Kurtz for a long time and he thinks Mossad can work on her and get her to infiltrate a Palestinian terrorist cell. Kurtz has checked on Charlie's background to demolished her family background as a tissue of lies.
Charlie met Salim/Michel who is terrorist Khalil's younger brother in England several times when raising awareness for the Palestinian cause. Now Salim has been captured by Mossad, Becker will take his place.
Charlie knows Becker looks nothing like Salim but she has to pretend to be Salim's lover. By casting a Scandinavian actor, you really are going to be hard pressed that he could pass as Israeli or Palestinian!
