"Emp" is not exactly a great movie, even by the standard of twenty-minute indie features, but I still give Sebastien Chapela, the writer/director, respect for knowing an EMP (Electro-Magnetic Pulse) event is possible and would be catastrophic if it happened. I rated it a '5' for effort and awareness.
That said, the characters do several seriously stupid things and it's not clear Chapela knows their actions aren't making any sense. The two leads, Jacobella Luongo and Andrew Marcia, have some basic talent but neither was ready for primetime when this film was made.
