When Gary Noesner pulls over to talk to Balenda Thibodeau, the front license plate on his car is white with black letters, with the year shown in small letters in the corners. Texas stopped issuing annual license plates in 1974; from 1975, a small annual registration sticker was applied to rear plate only. From 1986 to 1993, civilian plates had dark blue license letters with "TEXAS" in red or blue depending on the exact year; only a few older private vehicles still had the 1975-1985 black-on-white plates by 1993. Police and government license plates retained the old black-and-white color scheme for several years longer than civilian plates, but they had the word "EXEMPT" under the word "TEXAS", and they were never marked with the year.
