With her father's backing Holly makes a second statement but this only results in Amber being briefly questioned for procuring. Sara, helped by Holly, identifies one of the rapists but Holly's delight at passing her exams is ruined when again no charges are brought, again on insufficient grounds. However fifteen months later the Greater Manchester force pick up on the facts and D.C. Maggie Oliver heads an enquiry, initially meeting with hostility in the light of the Rotherham force's failure to act, all three girls having fallen pregnant. Nonetheless she is persuasive and sincere and wins over Lorna, the mother of Ruby and Amber and ultimately both Sara and Holly. Unfortunately Ruby still naively believes the father of her child loves her, causing a rift between the sisters and whilst prosecutor Nazir Afzal is keen to press ahead the sisters' falling out and the attitudes of the guilty men provide an obstacle.
