More than likely, the villain is being teased to be Grigori Rasputin, as he is prominently featured in the trailers.
UPDATE: However, it appears that Rasputin is a high-ranking henchman villain, and a man in the shadows is the villain. This is revealed if one watches all three trailers extensively. In the sequence where the 'masterminds' of the Great War meet up in the cabin, it is clearly revealed that a man with a Scottish accent is in the shadows and occasionally, his head is backlit by light shining on him. If one watches the last two trailers on YouTube with the captioning on, it is revealed that the Scottish man is called Shepard and he is directly called that by Rasputin in the recently released Third Trailer. Whoever Shepard is, he's certainly dangerous with a fencing sword and also resourceful, and he is going to great lengths to hide his true identity from both the characters and also in the real world, since it is hard to tell who is playing him either!
