Are the other patients in the asylum also suppressed superheros/villains? After my first viewing, I left thinking that this was suggested when the doctor (Sarah Paulson's character) was pushing to make sure other patients didn't witness the climatic fight. Or was that to emphasize her efforts to keep the main characters' abilities secret to the whole world?
There is no direct evidence that the other patients at the asylum are suppressed super-humans. In fact, Paulson's character meets with her secret society as the film is ending and claims it is time for her to move on to the next city, to suppress the next uprising, thereby implying that Philadelphia has been "purged" and no threat of super-human escalation remains. It seems she simply wanted to prevent any direct witnesses to the events that take place during the finale.
That being said, there's no direct evidence that the other patients are not suppressed super-humans, either. In keeping with the film's mythology, it is possible anyone might be a suppressed super-human and completely unaware of their latent abilities. Edit (Coming Soon)
