Two off-duty patrol officers cause Billets more trouble than she needs while the protests heat up outside Hollywood Station. With a suspect in custody, the Task Force begins to wrap up the case, but Bosch remains unconvinced. Irving learns he's being played and Honey Chandler makes a surprising discovery.
The smug politicians, including the mayor, are only interested in their own career paths. Sheehan is in jail and makes a great fall guy, being used to keep the protesters at bay. But Harry has been given an ultimatum. He has 48 hours to turn things around. He is also investigating what Eleanor was doing that got her killed. The chief is walking a fine line but Bosch hasn't done the best job of keeping him apprised. The ballistic evidence doesn't look good. Maddie gets in touch with her stepfather and he is also in serious trouble.
