While talking to Cooper, Reddington says Kirk was never on his Blacklist. In fact, Kirk was #14, as depicted in both The Blacklist: Alexander Kirk (No. 14) and The Blacklist: Alexander Kirk (No. 14): Conclusion. Since the highest number on the list to this point was 161, by virtue of Kirk being #14, he was either on the list or Reddington shuffled the numbers on the list as new people were added.
