Panky is trying to get into the Rainbow Panthers' clubhouse one day, but none of the other panthers would let him in as they were having a "secret meeting" that he wasn't allowed in on. Thinking he's no longer wanted, Panky joins up with the rival Howl's Angels, but Finko demands more money for initiation fees than Panky has, so his life with them is cut short quickly. Undeterred, Panky looks to start a new club and chooses a train caboose in a rail yard as his new clubhouse. Unfortunately, he ends up jarring the brakes loose and goes rolling off uncontrollably, and it's up to big brother Pinky to save him before he gets hurt. Panky then learns it was all to plan a surprise birthday party for him, which makes him more than forgive them.
