A mutated Gill Girl, Carolyn Bronnicke, is captured by the CIA's covert ACS/M-Division where she is interrogated and experimented on by her captors. Dir. Smalls, Prof. Lamb, and Sgt. Stevens have determined that Carolyn and her fellow Gill Girls are responsible for the deaths of several local farm livestock and want to capture the others before the damage escalates to civilian casualties. Unfairly credited for the deaths, Carolyn refuses to reveal the location of her friends. She simply wants to be returned to normal and released. When CIA proper becomes aware of the case, they assign Agent Milo Finn to investigate and provide oversight perspective. During his investigation, Agent Finn determines that Carolyn is innocent and that Dir. Smalls' ACS/M-Division has overstepped their CIA charter.
