Anachronisms 

The sleeve patches on the Russian soldiers in the beginning showing the flag of the modern day Russian Federation. The scene took place on 16 December 1991, the USSR was still in existence (though only for another 10 days). The soldiers would have had a red hammer and sickle on their patches instead.

Character error 

(at around 28 mins) When the Avengers are debating whether to sign the Sokovia Accords or not, the Vision says it's been eight years since Tony Stark revealed to the world that he's Iron Man, as would fit with the Marvel film's release date. However, as established in previous films via dialogue and dates, the events in question took place five and a half years prior to the current story-line (October 25th 2010 to May 5th 2016).

The pieces on the chess board in the Avengers' compound are positioned on the wrong sides of the board. The left corner field (A1, H8) of the chess board has to be black (not white), therefore the board has to be turned 90 degrees to be correct.

(at around 51 mins) Towards the end of the foot/car/motorcycle chase in the tunnel, the SUV that Captain America drives and leaps from as it crashes starts to roll. One of the front doors is open and is almost immediately torn free as the vehicle rolls; in the next shot, a longer shot from further back, the vehicle is intact with all doors closed.

(at around 1h 30 mins) During the airport battle, when Captain America's team are running towards the hanger, Cap yells to Bucky and Sam "Come on!". When he yells this, Bucky and Sam are running to Cap's right side, with Scott on his left and Clint and Wanda behind him. In the next shot where Vision blocks their path, Bucky is now on Cap's left, Sam and Scott to his right. They completely change order.

(at around 2h 5 mins) As Zemo and T'Challa converse on the snowy mountaintop, the safety lever of Zemo's Smith and Wesson pistol is initially in the "Safe" (down) position. Right before T'Challa speaks the line "Justice will come soon enough," the safety lever instantly changes to the "Fire" (up) position with the change in camera angle, without Zemo having moved it.

Errors in geography 

Although huge parts of the movie were shot on location in Berlin, there are no real existing Berlin buildings to see. The government buildings in the so called »Spreebogen« (helicopter combat scene on roof top) have a similar appearance and almost agree on the situation, but in the movie they are much higher and »darker« than in reality. However, the »Reichstag« (German Parliament) is in the wrong place in the movie and also carries an architecturally completely different historical dome and not the real existing modern one designed by Sir Norman Foster. The only building that exists in the film as in reality, is the ICC (International Congress Center), which was moved to Romania in the film and serves as the backdrop for the car chase with the German police / GSG-9 unit. As noted by others here, it is very unrealistic that the German Special Forces Unit GSG-9 is deployed in Romania. Also, the number plates attached to the German vehicles do not correspond to reality.

The "Sokovia Accords" are concluded in Vienna. By international diplomatic protocol, accords are named for the location where they are signed, not for what they are about.

(at around 6 mins) During the opening battle against Crossbone's men Rogers identifies several operatives as carrying 'AR-15s'. The AR-15 is the generic designation for the semi-automatic version of the M-16 and is produced by several companies worldwide. Crossbone's mercenaries are seen carrying Galil MARs, SIG 550s, DSA SA58 OSWs and M4 carbines. Literally everything but AR-15s.

(at around 1h 8 mins) When Bucky jumps into the helicopter, he begins flying away in a matter of only a few seconds. In reality it takes a minimum of 90 seconds to two minutes to bring a turbine engine up to operating speed and temperature before take off can occur.

Once again, almost all license plates of German cars are either invalid (the GSG-9 cars in Romania) or are formatted in the wrong way (Sharon Carter's plate reads B CW61 65 while it should be B CW 6165).

When Black Widow locks up her rear tire to stop in between two cab cars, she pulls the right front handlebar lever. On motorcycles, it is standard that the right front lever is the front wheel brake, while the right foot-pedal would control the rear tire brake. It is however very plausible Black Widow had her motorcycle set up this way, possibly for some tactical advantage.

The compact ambulance cars briefly seen during the chase sequence in Germany are neither German cars nor do they bear markings or insignia typical for any of the handful of organizations operating such vehicles in the state. Quite likely, they were manufactured in eastern Europe.

(at around 1h 25 mins) The Audi used by Shannon Carter during the underpass scene at Leipzig airport has an obviously fake number plate. 1. The font does not match German number plates at all. 2. B CW61 65 does not fit the number plate scheme because numbers and letters are never combined for regular plates.

During the teams fight outside the disease control facility Captain America states there are 7 hostiles, Sam (Falcon) then knocks 2 of them out before shooting a 3rd then stating 'I make 5' when there should be 4.

(at around 1h 29 mins) When confronting Steve Rogers at the airport, Tony Stark states that he was given orders to arrest him 24 hours prior. Therefore, in that time, Stark was able to fly to New York, recruit Peter Parker, get him a valid passport, design and create a costume for him, and return with him to Europe.

Incorrectly regarded as goofs 

(at around 43 mins) In a Bucharest-set scene, in the background there is a building that says FARMACIA. This is Spanish, not Romanian. The Romanian translation for pharmacy is farmacie. One might assume that Puerto Rico or another Spanish-language location was used as 'Bucharest'. However, this was NOT the case: All the Bucharest scenes were reportedly shot in Berlin.

(at around 30 secs) At the HYDRA base in 1991, the code to enter it is shown as '17826.' However, when Zemo enters the base towards the end of the film (at around 1h 50 mins), it appears as though the last 2 digits that he enters are '86.' However, it's a different door, as in 1991 it was a vault to store the red notebook, and in 2016 it was a door into the HYDRA facility.

During the opening scene, set in 1991, the computer monitors surrounding Winter Soldier do not appear to be of that year. However, previous installments have shown that secret societies such as SHIELD and HYDRA have access to technologies which the rest of the world doesn't have yet.

(at around 1h 9 mins) Even if Steve's enormous biceps are strong enough to hold back a copter, it would easily be able to take off between the time that he latched onto it and the time that he grabbed the rail. He provides no anchoring at this time, other than his body weight. That wouldn't be nearly enough to hold the helicopter down for as long as he does.

However Steve weighs about 240 pounds and when he jumps to grab the skid he is seen swinging on it violently. It appears the aircraft is a Eurocopter AS350 which is a light single-engine helicopter. Bringing a helicopter in a stable hover requires precise simultaneous control inputs. It is conceivable that when Steve was swinging his body weight on the skid that destabilized the helicopter enough and Bucky had to focus on keeping it stable rather than increasing the power for take off.

The Winter Soldier's 1991 mission included leaving no witnesses, but he carries it out in full camera view and undisguised. In Captain America: The Winter Soldier, prior to Captain America revealing him, he had been a masked operative.

(at around 13 mins) During the B.A.R.F. recreation of Tony's last conversation with his parents, Howard Stark asks Tony to try to not burn the house down by Monday. However, his parents died on the way to the airport on December 16, 1991 -- which WAS a Monday, so if Howard said anything like that he probably would have said "next Monday" or "over the next week" instead of just "Monday." On the other hand, the scene is a digital recreation of actual events, so it could just be a programming error or other choice (which also might explain that recreated scene showing it to be broad daylight outside just before his parents leave, even though in reality they died soon after in total darkness at 7:01 pm).

Continuity 

(at around 1h 7 mins) During Bucky's escape from the task force headquarters, his left sleeve is rolled up to show his metal arm. It remains rolled up during the duration of the fight in the cafeteria, but when he ascends the stairs, the sleeve is visibly down to his wrist. Once he reaches the next level and engages T'Challa again, the sleeve has returned to the rolled position at his elbow.

Errors in geography 

(at around 32 mins) At Peggy Carter's funeral in London one of the flags behind the altar is the 'Christian Flag' used by some American Protestant denominations, this flag is not used by the Anglican Church. Given the vestments being worn by the priests this does seem to be an Anglican service.

Factual errors 

(at around 44 mins) Even though the capture of Bucky takes place in Romania, German police are the ones to make the arrest. And on top of that, Falcon says it's German special forces, which should have been the German Army, not the police. However, GSG-9, the German Anti-terrorism unit, has operated internationally in the past, and would have been called upon to apprehend/terminate a known perpetrator of terrorism on their soil. They're also comprised of police personnel, but are regarded as a "special forces" unit, due to their elite capabilities and experience.

Incorrectly regarded as goofs 

(at around 1h 45 mins) When Rhodey fell from the sky after being shot down, he had absolutely no power in his suit to help cushion his fall. Free-falling in an uncushioned, heavy, metal suit and hitting the ground unprotected should have killed him on impact. However, it is very likely that Stark has designed his suits, including War Machine, to have an emergency power source for powering an essential shock absorption system for just such circumstances in the event a problem developed with the arc reactors mid-flight.
