Jamie's partner, Vinny Cruz, has been fatally shot in the Los Lordes neighborhood, but none of the terrorized Bitterman housing tenants dare testify. The mayor commandeers a reluctant Frank to join him as key speaker at an event addressing this only to be shot himself. The easily arrested perpetrator, Hector Santiago, is a mentally handicapped adult whom Vinny often babysat. Overzealous detectives question him so Jamie reports them to Frank. Jamie talks to Hector since he remembers Jamie. Jamie uses the radio to keep Hector calm during the interview; something Hector's family told him about, to learn how he was manipulated. That proves crucial for Danny's overzealous crusade to close in on the crafty street gang lord Santana, a master at intimidation and abuse, even on his loyal girlfriend. Written by KGF Vissers
The last episode of season 3 of Blue Bloods has the NYPD going to war with the Latin Kings like street gang that has taken total control of of the 'Bitter End' housing projects. At a community meeting the mayor David Ramsey is shot and wounded by a Asperger's Syndrome kid played by Omar Maskati.
The circumstances surrounding the shooting are very similar to those of the Yussef Hawkins murder in the Bensonhurst section of Brooklyn many years ago. It was a gang and the rest of the gang egged on another mentally challenged kid Joey Fama to shoot the black kid who dared invade their turf. Fama was in many ways a dupe.
The gang leader Kamar DeLos Reyes is one crafty opponent who sacrifices one and all if need be. It was a close run thing in taking him down.
It also involved Ramsey breaking some of his policy decisions to bring law and order to the Bitter End. The climax is one of Blue Bloods best moments.
